Is this feature not availble yet? Yes they can, they can also repair your gear. However, it is only certain NPC's that allow you to do it.
Blackmiths(those that sell a variety of weapons and armor) and some more critical merchants can do it. The women inside fort joy with the big tent that is right next to the entrance can do both. Some of the NPC's in the camp can do it as well.
Super awesome gun to use for everything. Best pistol in fallout 3 xbox 360. Anyways, personally, I prefer The Terrible Shotgun. = D' I'd consider it a spoiler because part of the appeal of that gun to me is that I just happened to be wandering the Capitol Wasteland and was all like 'Holy shit, this crater's really radioactive.
